The District 3 Commissioner Cup will be played January 10th and 11th. All Star Games will be played January 24th & 25th.
Each Team will play at least 3 games in a pool play format.

Cal South District 3 NOCIL Commissioner’s Cup
2008/2009 RULES and REGULATIONS

(Same Rules/Regulations as seasonal play)

1. NOCIL Commissioner’s Cup shall be played under F.I.F.A. Laws except as modified by Cal South and North Orange County Intercity League (NOCIL).
2. NOCIL will make any additional decisions relating to the interpretation of theses rules.
3. Recreational Teams invited to participate in NOCIL Commissioner’s Cup shall include only the players rostered to the team as of the sixth (6th) regularly scheduled league match. No loaned or borrowed players are allowed to participate.
4. PLAYER CARDS: Cal South laminated player passes with the player’s photo will be required of all players at the start of each game. A signed medical release form will be required for all players. Forms to be provided to the referee upon request. Failure to provide form may result in a forfeit. PLAYERS WITHOUT MEDICAL RELEASE FORMS MUST NOT PLAY.
5. LICENSED COACH/MANAGER: There must be a USYS licensed coach at each game. The coach must have an Administrator’s Pass (laminated card). A team without a carded official will forfeit. Note: An administrator, with a valid pass from the same league, may coach the team.
6. REFEREES: No protests will be accepted. The referee’s decision is final.
A) FEES: (Three man referee system is mandatory. Use of club linesmen is at the discretion of the center referee.)
DIVISION 1, 2 & 3: Both teams are responsible for referee fees. Referees are to be paid BEFORE THE MATCH. Each team is responsible for half referee fees. If team does not show, the referee fee is still the responsibility of the team or the league they represent. Fees are based on a 3-man system at a rate of 1.30 per minute. (See break down below)

7. All players must wear shin guards completely covered by their socks during games.

NO SHIN GUARDS – NO PLAY!

8. No player will be allowed to play with an injury which could be aggravated by playing or which, in the opinion of the referee, constitutes a danger to others.
9. All coaches have the complete responsibility for the conduct of their players, parents, bench, friends, and spectators at all times. If, in the opinion of the game officials, a game must be terminated for misconduct of players, parents, bench, friends, or spectators, the offending team may be suspended from further play and may forfeit all remaining games.

10. Both teams will be responsible for setting up and taking down nets and goals.
11. EACH TEAM IS RESPONSIBLE FOR ENSURING THAT THEIR SIDE LINE IS CLEAR OF ALL TRASH AT THE END OF THEIR GAMES.
12. The consumption or use of alcoholic beverages is strictly forbidden at all venues. Smoking is not permitted on any school grounds.
13. The roster or game card must be filled out and signed by a league representative prior to the first game. The card is the only record of your games and is the sole responsibility of the coach.
14. At the end of each game a team administrator/coach must sign the game card. The score indicated on the game card cannot be disputed.

15. Home team is listed first. Home team is responsible to change jerseys in case of color conflict, has choice of side lines, and will supply the game ball. Teams must be on opposite sides of the field.
16. All games will begin on time. A forfeit will be declared if a team cannot field a minimum of seven (7) players within ten (10) minutes of start time, minimum of six (6) players for small sided teams.

17. POOL PLAY: Pool Play Div (5-2) shall be as indicated below. Games may end in a tie.

A. LENGTH OF GAMES will be as follows:
Division 1 (U19) = 45 minute halves (30 minute halves if two games per day)
Division 2 (U16) = 40 minute halves (30 minute halves if two games per day)
Division 3 (U14) = 35 minute halves (25 minute halves if two games per day)
Division 4 (U12) = 30 minute halves (25 minute halvesif two games per day)
Division 5 (U10) = 25 minute halves (20 minute halvesif two games per day)
Division 5 (U9) = 25 minute halves (20 minute halves if two games per day)


B. POOL PLAY POINTS: The Winner of each bracket is the one with the most points.
Points will be awarded as follows:
a. Six (6) points for each Win
b. Three (3) points for each Tie
c. Zero (0) points for a Loss

d. One (1) point for each goal scored up to a maximum of three (3) per match.

e. One (1) point for a Shut Out (a 0-0 tie not considered a Shut Out).
f. Forfeits shall be recorded as 1-0 and eight (8) points awarded to the opponent.
g. One (1) point will be deducted for each coach or player ejected (red carded).
h. A team may receive negative points for a match.


C.POINT TOTAL TIES: In cases of bracket ties, the following shall apply:
a. Head to Head Competition (only if all teams tied have played each other)
b. Goals against (least goals allowed)
c. Shut-out wins
d. Subtract one (1) point for each yellow card
e. Penalty Kicks per FIFA Rules

D.Division 1: Single game elimination, Prelims will remain 80 min. games. In case of tie, two 5-minute overtime periods will be played. If still tied, FIFA Penalty Kicks will determine winner.

18. QUARTER-FINALS, SEMI-FINALS & FINALS (Championship Game): Length of games shall be regulation length. In case of tie, two complete 10-minute overtime periods will be played. If still tied, FIFA Penalty Kicks will determine winner. U-9 and U10 will play two 5 minute overtime periods.


19. SUBSTITUTIONS: Shall be unlimited and players must enter from the center of the field only. Substitutions may be made, with the consent of the referee, as follows (including overtimes):
a. Prior to a throw-in, by either team.
b. Prior to a goal or corner kick, by either team.
c. After a goal, by either team.
d. After an injury (Injured player only).
e. At half-time.
f. On any fouls/penalty calls or stoppage of play by either team.
g. If a Coach must enter the field of play at anytime to check on a down player, that said player must be subtituted for at that time.
h. On a caution (SEE RULE 15), only the cautioned player will be substituted at that time.

20. EJECTIONS: Coaches MUST substitute yellow carded players at the time the referee shows the yellow card to the player and before restarting the game. No other substitutions will be permitted at that time. Player may return at the next allowed substitution. A player receiving a second yellow card in a game shall be expelled from that game, shall not be replaced in that game, and shall not be permitted to play in the next game. A player given a straight red card in a game shall be expelled from the game, shall not be replaced in that game and shall not be permitted to play in the next game. NOCIL may add additional suspension for violent conduct.
21. ANY PLAYER, COACH, OR TEAM MEMBER USING FOUL AND/OR ABUSIVE LANGUAGE OR CONDUCT MUST BE PUNISHED WITH A RED CARD (EJECTION/SEND OFF).
22. Violation of Cal South Rules or the Rules herein may be reviewed by NOCIL. If necessary, violations may be referred to the Cal South Protest, Appeals and Disciplinary Committee.
23. In case of inclement weather or field conditions, or an unusual event, NOCIL reserves the right to modify any rules in order to safely and fairly end the tournament successfully. Contingency Plans may include:

Plan A: All games will be played as scheduled.
Plan B: Shortened length of games.
Plan C: Decide games with FIFA Penalty Kicks (kicks from the mark).
Plan D: Cancel all games.

24. In case of rain, or muddy field conditions following a rain, please call the League’s phone line or check their web-sites to get last minute changes to game times or closures.

Inter-City Playing Rules

2008 / 2009 NORTH ORANGE COUNTY INTERCITY LEAGUE RULES

CAL SOUTH / USYSA / USSF RULES APPLY EXCEPT AS MODIFIED BELOW:

1.GAME TIME: As scheduled with a 10 minute grace period. Failure to field a team of 7 players will result in a forfeit. Div. 1 - 40 minute halves; Div. 2 - 40 minute halves; Div. 3 - 35 minute halves. Division 1 will return to the full 90 minutes during Commissioner's CUP

4. CORNER KICKS: All divisions; Corner kicks will be taken from the corner of the field, not the penalty area. A team may substitute a player at this time.

5. BALL: Division 1, 2, & 3 size 5 ball; Division 4 & 5 size 4 ball, Division 6 size 3 ball.

6. EQUIPMENT: No unsafe knee braces. No "hard" casts are allowed. Shin guards must be worn and be covered by socks. Bicycle shorts may be worn under the shorts.Females may wear sleeveless jerseys and/or roll up thier sleeves.

7. HOME TEAM RESPONSIBILITIES:
a. Complete field set up and take down (nets, flags, field markings, trash cans, etc.) must be completed within 10 minutes of game time or home team forfeits.(As a common courtesy, Visiting Team shall assist with set up and take down).
b. Change to alternative color jersey if colors conflict with visiting team.
c. Home team has choice of sidelines.

8. GAMES MAY NOT BE RESCHEDULED.

9. COACHING FROM THE SIDELINES: If field conditions permit, all divisions shall coach from their side only. Teams and administrators, where possible, shall be on opposite sides of the field. Coaches must remain in the technical area of 10 yards from midfield.

10. CYSA-S PLAYER/COACH/ADMINISTRATOR CARDS:
a. All PLAYER AND ADMINISTRATOR CARDS MUST HAVE PICTURES. Cards must be stamped, embossed or signed by league registrar and be laminated. Temporary player ID cards acceptable until permanent cards are issued.
b. All players must have a medical release form with parent/guardians' signature. Forms to be provided to the referee upon request. PLAYER CARDS AND MEDICAL RELEASES ARE REQUIRED IN ALL INTERCITY DIVISIONS. Failure to provide either may result in a forfeit. PLAYERS OR TEAMS WITHOUT CARDS AND/OR MEDICAL RELEASE FORMS MUST NOT PLAY. This also means no scrimmages or pick-up games.
c. LICENSED COACH/MANAGER: There must be a USYS licensed coach for each team, at each game. The coach must have a 2008/ 2009 photo Identification card. A team without a carded official will forfeit the match. Note: The coach may be from any team within the same league of registration as the team they are representing for the match.

11. STANDINGS: Each team will supply a game card to the referee prior to the game. Home team or league official will place the (both) game cards in the mail within 24 hours after the game. A referee may mail in the game cards, along with a record of all cautions, ejections, injuries and other pertinent information. The game cards are the official record of the North Orange County Inter-City League. All Division 1,2 &3 game cards will be mailed to CYSA (by Home team or Ref.). This will be done so that the District Commissioner may keep track of all red cards and yellow cards issued to players and coaches.

WIN=3 POINTS, TIE=1 POINT, LOSS= 0 POINTS, RED CARD = -1 POINT, Yellow Cards (Every 10)= - 1 point

12. SEASON: League play shall begin on the weekend following Labor Day and end prior to Thanksgiving for Division 1 & 2. All other divisions may play as late as mid December, with Commissioners Cup extending into January. The primary day for play is Saturday. Sunday games will be scheduled as needed. Games on Sunday will be played after 12:00 NOON when possible.

13. PROTESTS: If a coach deems it necessary to protest a game because of misapplication of FIFA LAW, not a judgment call, the coach must notify the referees of the intent to protest, write a brief statement on the card and sign the game card. A $100.00 protest fee must be turned in within 48 hours to the NOCIL president, along with a one page explanation of the protest , including citation of the NOCIL/FIFA rule the protesting team feels was misapplied. The president may, along with the concurrence of two other inter-city representatives, determine that no FIFA or NOCIL rule violation occurred and that it was a referee judgment call. If it is determined that there may have been a misapplication of the rules, a protest hearing will be held. An appeal of any decision of the NOCIL board may be made to the District Commissioner. NO JUDGMENT CALL PROTESTS WILL BE ALLOWED.

14. RED CARDS: Referees must return all ID cards to the respective coaches following the match except when there is Referee Assault or Violent Conduct on the field. In these cases, the ID cards may be retained by the Referee to be turned in with a written report in 24 hours. If a player recieves a VIOLENT CONDUCT (fighting/Striking other player or Official)red card, they will not be able to participate in their team's next TWO scheduled games. All other red card violations regarding a player or ejected official will not be able to participate in their team's next scheduled game. If it is the last game of the season, the suspension carries over to NOCIL post season play. If a player or official receives a second red card during the season, they will be suspended from play or coaching until reinstated by a NOCIL hearing on the person's conduct. A point in the standing will automatically be deducted for a red card.

THE HEAD COACH IS 100% RESPONSIBLE AND ACCOUNTABLE FOR ENFORCING PLAYER SUSPENSIONS

15. YELLOW CARDS: Coaches MUST substitute yellow carded players at the time the referee shows the yellow card to the player and before restarting the game. No other substitutions will be permitted at that time. Substituted player may return at the next allowed substitution. For every yellow 10 yellow cards that a team accumulates, they will be deducted a point. This will continue throughout the season.

16. CONDUCT/SUSPENSIONS:
a. The safety of all participants and maintaining an atmosphere of good sportsmanship is the responsibility of all members.
b. Any player or member promoting violence, enticing team dissent, or generally in violation of item a. (above) may be brought before the NOCIL for disciplinary action (including suspension or removal of the player or member) subject to the Cal South and USYS Disciplinary Guidelines and Procedures.
c. Any member who instigates violence that leads to harming an opponent, spectator, official, or teammate, in addition to any action defined above, may be subject to criminal prosecution. This type of conduct will not be tolerated and will be aggressively pursued by the NOCIL.

THE HEAD COACH IS 100% RESPONSIBLE AND ACCOUNTABLE FOR ENFORCING PLAYER SUSPENSIONS

1. Any player, coach or administrator of the team receiving three (3) yellow cards (warning/cautions) within six (6) consecutive matches will be suspended from their next scheduled NOCIL game. Any individual receiving four (4) yellow cards (warning/cautions) during the season shall be suspended for the next scheduled NOCIL game. After a suspension of this type the count of yellow cards is set to one (1).
2. Any player, coach or administrator receiving a red card (ejection/send off) from the referee, shall be suspended for the remainder of that game and their team's next scheduled game. Should the ejection be caused by two yellow cards in the same game, both cautions will be counted as yellow cards described above (in item 1).
3. Anyone receiving two (2) red cards (ejections/sendoffs) in one season will be suspended until that person has been brought before the Inter-city Board of Directors for a review of the ejections and any possible disciplinary actions including suspension and/or expulsion from NOCIL.
4. Accumulated disciplinary actions (Yellow Cards, Red Cards, Suspensions) may affect a teams continued participation in league play as well as post season play.

NOCIL COMMISSIONER HAS THE AUTHORITY TO SUSPEND OR PLACE ANY PLAYER, ADMINISTRATOR, TEAM OR LEAGUE ON PROBATION FOR UNSPORTING CONDUCT ON OR OFF THE FIELD.

17. FORFEIT: Any player/team found responsible for promoting violence, instigating, or enticing a team disturbance, causing the referee to suspend play prior to the completion of regulation time, will have forfeited that game (even if they are winning at the time of the incident). All such incidents will be reviewed by the Board of Directors. Upon review the team may also be subject to league suspension. Any team under league suspension will forfeit all scheduled games with a score of (0-1) until suspension is complete. If it is found that both teams/players are equally at fault in the suspension of a game, then both teams will receive a forfeit (0-1, 0 points). Any team/club needing to forfeit a game for any reason, must notify the home club representative (Div. 2&3) or NOCIL Commissioner (Div. 1)within 48 hours of scheduled game. If the team/club who is forfeiting said game fails to notify proper personnel the team/club forfeiting will be responsible for the entire referee fees for the scheduled game. The team who forfeits the game will receive a forfeit (0-1, 0 points), the opposing team receiving a win (1-0, 3 points)

NOTE TO PLAYERS, COACHES, AND OFFICIALS: NOCIL IS A LEAGUE FOR YOUTH AND FAMILIES DESIGNED TO PROMOTE GOOD SPORTSMANSHIP, FAIR PLAY, AND A SAFE ENVIRONMENT. COACHES ARE RESPONSIBLE FOR ALL CONDUCT ON THEIR SIDELINES (Including parents, friends, visitors and spectators).

ANY PLAYER, COACH, OR TEAM MEMBER USING FOUL AND/OR ABUSIVE LANGUAGE OR CONDUCT MUST BE PUNISHED WITH A RED CARD (EJECTION/SEND OFF).

18. TROPHIES/AWARDS: Each league will be responsible for their team's regular season trophies or awards.

NOTE on SCHEDULING: Coaches should make EVERY attempt to get games played as scheduled. Scheduling is so tight, there is no room for re-scheduling games. We do not anticipate rescheduling any Regular season games (including rain-outs) in Intercity Divisions.

To report score, click on schedules, age, report score.
Follow instructions in the report score window.
Do not press back. Your score will be reported in "Real" time.
Remember to press "Reload" or "Refresh" after posting scores.
The "report score" command will not be available until the day of the game.
Please contact your local League for password.


WRONG SCORE POSTED
If a wrong score has been posted:
1) Contact by e-mail your local scheduler.
2) E-mail: The new (corrected) scores.
The e-mail must contain the following in order.
a) Age/Gender of Team.
b) Game number.
c) Goals of home team. (home team is first team on the schedule)
d) Goals of visiting team.
e) Name and position on team, of person requesting change.
