Coaches for GU14 and GU12, please check your schedeule. FRYSC (GU14) and WAYS (GU12) have dropped out and will forfeit remaining games. If you were to play FRYSC or WAYS on Saturday, you do not have to show up. Enter a 1 -0 win.
All games for this weekend have been moved to the following fields:
SATURDAY: GU9, GU10 and GU12 will be played at Yorba Middle School
GU/BU 14 will be played in Laguna Niguel Fields. Please check schedule for your assigned fields
SUNDAY: All games will be played at Yorba Middle School in Orange.
Coaches please check this web site on Saturday morning for field conditions
If you fail to show up, it will be reported as a 1-0 forfeit for team that did show up. Games will NOT be rescheduled for forfeits.
Special note: Please record all scores. This site was setup for regular season play. We will compute the tournament point scoring & post the results on this bulletin board.
Each Age Bracket games located at different fields throughout North Orange County.
All age brackets play is a 10-point tournament system play. Win=6 pts, Tie=3 pts, Loss=0 pts -- in addition, teams get 1 pt per goal (up to 3 per game), a shut-out win = 1 pt (does not apply to a 0-0 tie)

Cal South District 3 NOCIL Commissioner’s Cup and All-Star
2008/2009 RULES and REGULATIONS
(Same Rules/Regulations as seasonal play)
1. NOCIL Commissioner’s Cup shall be played under F.I.F.A. Laws except as modified by Cal South and North Orange County Intercity League (NOCIL).
2. NOCIL will make any additional decisions relating to the interpretation of theses rules.
3. Recreational Teams invited to participate in NOCIL Commissioner’s Cup shall include only the players rostered to the team as of the sixth (6th) regularly scheduled league match. No loaned or borrowed players are allowed to participate.
4. PLAYER CARDS: Cal South laminated player passes with the player’s photo will be required of all players at the start of each game. A signed medical release form will be required for all players. Forms to be provided to the referee upon request. Failure to provide form may result in a forfeit. PLAYERS WITHOUT MEDICAL RELEASE FORMS MUST NOT PLAY.
5. LICENSED COACH/MANAGER: There must be a USYS licensed coach at each game. The coach must have an Administrator’s Pass (laminated card). A team without a carded official will forfeit. Note: An administrator, with a valid pass from the same league, may coach the team.
6. REFEREES: No protests will be accepted. The referee’s decision is final.
A) FEES: (Three man referee system is mandatory. Use of club linesmen is at the discretion of the center referee.)
DIVISION 3, 4 & 5: Both teams are responsible for referee fees. Referees are to be paid BEFORE THE MATCH. Each team is responsible for half referee fees. If team does not show, the referee fee is still the responsibility of the team or the league they represent. Fees are based on a 3-man system at a rate of 1.30 per minute. (See break down below)

7. All players must wear shin guards completely covered by their socks during games.
NO SHIN GUARDS – NO PLAY!
8. No player will be allowed to play with an injury which could be aggravated by playing or which, in the opinion of the referee, constitutes a danger to others.
9. All coaches have the complete responsibility for the conduct of their players, parents, bench, friends, and spectators at all times. If, in the opinion of the game officials, a game must be terminated for misconduct of players, parents, bench, friends, or spectators, the offending team may be suspended from further play and may forfeit all remaining games.
10. Both teams will be responsible for setting up and taking down nets and goals.
11. EACH TEAM IS RESPONSIBLE FOR ENSURING THAT THEIR SIDE LINE IS CLEAR OF ALL TRASH AT THE END OF THEIR GAMES.
12. The consumption or use of alcoholic beverages is strictly forbidden at all venues. Smoking is not permitted on any school grounds.
13. The roster or game card must be filled out and signed by a league representative prior to the first game. The card is the only record of your games and is the sole responsibility of the coach.
14. At the end of each game a team administrator/coach must sign the game card. The score indicated on the game card cannot be disputed.
15. Home team is listed first. Home team is responsible to change jerseys in case of color conflict, has choice of side lines, and will supply the game ball. Teams must be on opposite sides of the field.
16. All games will begin on time. A forfeit will be declared if a team cannot field a minimum of seven (7) players within ten (10) minutes of start time, minimum of six (6) players for small sided teams.
17. POOL PLAY: Pool Play Div (5-2) shall be as indicated below. Games may end in a tie.
A. LENGTH OF GAMES will be as follows:
Division 1 (U19) = 45 minute halves (30 minute halves if two games per day)
Division 2 (U16) = 40 minute halves (30 minute halves if two games per day)
Division 3 (U14) = 35 minute halves (25 minute halves if two games per day)
Division 4 (U12) = 30 minute halves (25 minute halvesif two games per day)
Division 5 (U10) = 25 minute halves (20 minute halvesif two games per day)
Division 5 (U9) = 25 minute halves (20 minute halves if two games per day)
B. POOL PLAY POINTS: The Winner of each bracket is the one with the most points. Points will be awarded as follows:
a. Six (6) points for each Win
b. Three (3) points for each Tie
c. Zero (0) points for a Loss
d. One (1) point for each goal scored up to a maximum of three (3) per match.
e. One (1) point for a Shut Out (a 0-0 tie not considered a Shut Out).
f. Forfeits shall be recorded as 1-0 and eight (8) points awarded to the opponent.
g. One (1) point will be deducted for each coach or player ejected (red carded).
h. A team may receive negative points for a match.
C.POINT TOTAL TIES: In cases of bracket ties, the following shall apply:
a. Head to Head Competition (only if all teams tied have played each other)
b. Goals against (least goals allowed)
c. Shut-out wins
d. Subtract one (1) point for each yellow card
e. Penalty Kicks per FIFA Rules
D.Division 1: Single game elimination, Prelims will remain 80 min. games. In case of tie, two 5-minute overtime periods will be played. If still tied, FIFA Penalty Kicks will determine winner.
18. Quarter Finals and Semi-Finals: If tied after regulation go straight to FIFA Penalty Kicks to determine winner.
FINALS (Championship Game): Length of games shall be regulation length. In case of tie, two complete 10-minute overtime periods will be played. If still tied, FIFA Penalty Kicks will determine winner. U-9 and U10 will play two 5 minute overtime periods.
19. SUBSTITUTIONS: Shall be unlimited and players must enter from the center of the field only. Substitutions may be made, with the consent of the referee, as follows (including overtimes):
a. Prior to a throw-in, by either team.
b. Prior to a goal or corner kick, by either team.
c. After a goal, by either team.
d. After an injury (Injured player only).
e. At half-time.
f. On any fouls/penalty calls or stoppage of play by either team.
g. If a Coach must enter the field of play at anytime to check on a down player, that said player must be subtituted for at that time.
h. On a caution (SEE RULE 15), only the cautioned player will be substituted at that time.
20. EJECTIONS: Coaches MUST substitute yellow carded players at the time the referee shows the yellow card to the player and before restarting the game. No other substitutions will be permitted at that time. Player may return at the next allowed substitution. A player receiving a second yellow card in a game shall be expelled from that game, shall not be replaced in that game, and shall not be permitted to play in the next game. A player given a straight red card in a game shall be expelled from the game, shall not be replaced in that game and shall not be permitted to play in the next game. NOCIL may add additional suspension for violent conduct.
21. ANY PLAYER, COACH, OR TEAM MEMBER USING FOUL AND/OR ABUSIVE LANGUAGE OR CONDUCT MUST BE PUNISHED WITH A RED CARD (EJECTION/SEND OFF).
22. Violation of Cal South Rules or the Rules herein may be reviewed by NOCIL. If necessary, violations may be referred to the Cal South Protest, Appeals and Disciplinary Committee.
23. In case of inclement weather or field conditions, or an unusual event, NOCIL reserves the right to modify any rules in order to safely and fairly end the tournament successfully. Contingency Plans may include:
Plan A: All games will be played as scheduled.
Plan B: Shortened length of games.
Plan C: Decide games with FIFA Penalty Kicks (kicks from the mark).
Plan D: Cancel all games.
24. In case of rain, or muddy field conditions following a rain, please call the League’s phone line or check their web-sites to get last minute changes to game times or closures.

Do not press back. Your score will be reported in "Real" time.
Remember to press "Reload" or "Refresh" after posting scores.
The "report score" command will not be available until the day of the game.

WRONG SCORE POSTED
If a wrong score has been posted:
1) Contact by e-mail your local scheduler.
2) E-mail: The new (corrected) scores.
The e-mail must contain the following in order.
a) Age/Gender of Team.
b) Game number.
c) Goals of home team. (home team is first team on the schedule)
d) Goals of visiting team.
e) Name and position on team, of person requesting change.
